Highly unlikely that any recent phones from Rogers would be rootable. But easy to check, hold volume down and press power. You'll see the radio version.
You would have been better off buying one 2nd hand that hasn't yet been updated with the official version. I've seen 3 in the last few months but there can't be very many out there as time goes by.
