Make WiFi hotpot with Smartphone and control I2C relays

Hi, I need to make the application in which my smartphone will create a wifi hotspot with esp8266 which is connected with I2C relay device , I am new in making the application in android studio so need some suggestions to make it work.

Any kind help will be much appreciated.
