The app is going to be really simple. To root my phone ZTE Grand Max you need to open Terminal and input a simple command. This will allow it to be rooted thru your choice of rooting method.
I'm not sure to understand your need but if you want to create your app you can go to the android developer website download the sdk and if you want a good ide android studio. Do you know a programming language like java ?
