Manually Arrange photos

I need an app that will allow me to manually arrange my photos. Before you tell me to add numbers to my photos name let me tell you that i need to arrange my business photos so that would be impossible as we are talking about 1000 products. So a drag&drop arrangement would be perfect
 
Define "arrange". I can arrange my photos into folders via drag and drop in the Gallery app. And what phone? Because since I have a Samsung Note 2, I have the TouchWiz gallery app for Android 4.4, which isn't available on a non-Samsung phone with a different TouchWiz version.
 
Its on a vido tablet. The pics are already in separate folders so I want to arrange them within the folders. Alphabetically wont work for me. I think what I want is extremely simple yet cant find any way to do it!
 
You will have to arrange the photos either alphabetically or numerically. I don't know of any other way, even on a PC. It's just default computer behaviour.
