Many phones one synced contact list

[Android Question]

I work at a school and we are trying to sync 200 android phones with the same emergency student contact list. This list gets updated regularly so it is easier to have one place to update it and push the contacts to all the staff phones. Does anyone have any suggestions as we have tried one google account but that caused too many issues.
