Have you cleared the data along with the cache?
Also, by "battery reset", I assume you did a factory reset?
Did this issue happen after a Maps update? Does a different map app function normally?
Hi, go into 'App info' and uninstall updates and see if that resolves the issue. You will be able to update again when prompted by Play Store.
If that doesn't resolve it, try a 'Wipe Cache Partition' before you resort to a Factory Reset (I'm not sure whether a battery pull or equivalent clears out the Cache Partition).
