It seems that way because if you go to put an icon into a folder that already has 36, the folder seems to run away from the icon

36 it is then I guess. Oh well, I'll just have to make a new folder and split up the apps.

I think the limit is dependent on screen size. I couldn't put more than 16 in a folder on my phone. I was disappointed that I had to keep using folder organizer just to be able to fit all my games in one folder.

I literally just put 163 apps into a single app folder and its still not full.

Can you put folders inside folders?

If you mean launcher folders, not with the launcher I've used most (Nova). But as app folders are a launcher feature rather than an OS one there's no reason someone couldn't write one that did support this.
