It shows meep store, it goes there but, wont load just sits with the circle like its trying to load.

While looking up Meep tablets, they appear to be pretty dated and running Android version 4 (Ice Cream Sandwich). Just guessing, but it's not surprising if there are problems accessing the Meep Store online service.
Even if you opted to use Google's Play Store instead, you'd be having issues with that too. It's not even that Google stopped support Ice Cream Sandwich a long time ago, most developer's stopped making their apps (and their respective online services when that's involved) compatible ICS too.
I'd set your expectations down quite a bit and just use that tablet as is. Or if you don't want to buy anything new at least something newer.
