Help Merging live wallpaper with a regular image

Hi, I got an idea for a new wallpaper I was thinking but then I encountered a problem which I cannot solve myself.

I'm looking for a way to merge a regular image with a live wallpaper. The image I would put to the live wallpaper would just be white. My idea is this:

So the blank white wallpaper would go on top of the live wallpaper as seen in my marvelous illustration, while the live wallpaper would continue playing and be seen moving on those gaps in the center and on every corner.

Is this possible to be done and if it is, how could I create this?

Sounds like you want to modify the live wallpaper (which is an app, not simply an image) so that it displays this.
