It is a common issue with the phone, but it shouldn't be taken as something that is wrong with the phone. Programs running in the background or even, as you stated, the service entering and leaving 3G can wake the phone. It won't happen all the time, but it does occassionally. The only effect it has on the phone is using up some battery for the display, but not enough to really matter.
