I'd have thought if anything that MMS would require a cellular data connection. In any event have you checked your APN settings (Access Point Names, in your mobile data settings)? Many service providers have a separate APN for MMS, so it's possible to have data work and MMS not. You should be able to find your provider's settings with a quick web search.
Well, I think I found my answer by mistake. A search I made came across an article talking about carrier APN settings. I jumped in both feet and before doing more research I deleted the APN settings and then couldn't send or receive any messages. I looked up my carriers APN settings and after adding them now I'm able to send and receive messages whether on Wifi or using data.
