Sometimes this is a carrier issue, other times a phone model issue.
Either way, I think you'll get your best answer here in the Xperia Ion forum.

Please try sourcing the settings like this:
Main Menu > Settings > Xperia > Internet Settings Download > Accept.
Main Menu > Settings > Xperia > Internet Settings Download > Accept.
