i can find the option in settings.
 
I really woudn't turn it on... so the fact you can't find it is probably a good thing

(and take a look at the software you have installed recently.. the app that is probably trying to send premium SMS messages which can cost you a lot of money, probably isn't a good app to have)

can you tell which App is best?
 
For what it's worth, "premium SMS access" on my Pixel 2 is in Settings > Apps & notifications > Special app access.

I agree that it's one I would leave turned off, or at most at "ask". Set it to "allow" and any app that can send SMS can run up a large bill for you (and there are scams and malware that do just this).

If the message isn't one you were sending manually then you really want to find out which app is trying to send it (and get rid of that app). If it is one you are trying to send yourself, find out how much it will cost and whether there are any other strings attached before sending (e.g. you don't want to find that it subscribes you to something that will cost money in future - yes, I'm very cynical about premium SMS).

I can't find the option in mi mobile (Special app access)

Note : only one number i was getting this message (to send this message visit your devices setting and turn on premium SMS access.) this for vehicle Parking fee & the number is 3009
 
What Android version are you running? 8 and later have a Search function in Settings to help find obscure things like this, I don't know about 6 or 7 as I skipped over those.

Vehicle Parking Fee: so this is a car park that asks you to pay by sending a message to a premium number? In that case I think you don't need to worry about dodgy apps, since it sounds like something you are trying to send yourself.

You could try a different app, but it might be something that affects all message apps. Maybe try installing Chomp SMS: that one shows up in the "Premium SMS Access" setting on my phone, even though it's not currently my default app (and conversely my other apps don't show up there even when set as default), so it might be that the option will work/be findable if you use that one. It's definitely in the system settings rather than the app's settings.
