Root [MetroPCS/CDMA] How to Load PRL 3038

QPST doesn't work on my Win 7 64bit latop and I was wondering if there was another way to load a PRL?

The CM10 ROM had PRL 2037, but in Detroit, here, I was on 3038.

*228 also does not work.

CDMA GS3 has different prls. 2039 is the most recent for it.
