Your phone is not on that list. If it was affected you would probably have lost data connectivity some time ago.
You can find the firmware version in Settings/About phone. There should also be an option to check for updates.
So what makes you think you have a problem?
So your issue is with data speed not signal strength.
Even though you just paid your bill, are you sure you're past the end of your billing cycle? That date is what determines when your throttling resets, not when you pay the bill.
