One kink I see is that it shows Win8, not 8.1, That would say something about its age? Can 8.1 be installed for free?

The older, less powerful Microsoft Surface 2 will be on sale for $299.99 (down from $450). The Surface 2 runs the less full-featured Windows RT, but for $299.99 (32GB version), it might do the trick if you need a Windows tablet.
