Missing items in Settings

Hi. all,
my galaxy j3 is inoperative, when switched on the samsung logo shows in colour but after that the screen reverts to grey scale. In Settings, nothing shows up below Brightness so it is impossible to try any repair.
Is there any way of restoring the operating system some other way please?

Have you attempted to start in Safe Mode?

1. Turn the device off.
2. Press and hold the Power key past the screen with the device name.
3. When 'SAMSUNG' appears on the screen, release the Power key.
4. Immediately after releasing the Power key, press and hold the Volume down key.
5. Continue to hold the Volume downkey until the device finishes restarting.
6. Safe mode will display in the bottom left corner of the screen.
7. Release the Volume down key when you see 'Safe Mode'

Then you might have to go for the dreaded factory reset. If that doesn't work, as long as your phone is less than a year old, contact the Samsung. They'll direct you to the nearest Samsung fix it shop, they will attempt to reflash it.

It's a long shot, but you can try to let the battery completely die, charge it and see if the results are satisfactory. Probably won't work, but stranger things have happened.
