Help Missing phone dialer

I have a Galaxy Note 3, SM-N900W8 Android 5.00. This is a locked phone given to me by a friend, who went on to a newer Samsung product and another carrier. The phone is tethered to Rogers Communications in Ontario, there is no SIM and it wasn't used as a phone for the past two years or so. Now, I am trying to unblock it for which I need the dialing pad and it's nowhere to be found. I am using the Nova launcher and cleared TouchWiz data and cache, but still no luck. Should I reset the phone to its factory default and begin from the start? I am only using the WiFi and there is no personal or any other data on it.
 
Unless the dialer has been hidden or disabled (in which case you should be able to find it in Settings > Apps - there will be a tab or setting to see disabled apps) a reset won't help. If it has somehow been uninstalled a reset won't bring it back, and if it's missing for any other reason that should be reversible if you can work out what was done.
