mms blocked??

im having an odd issue with my note3 on metro.. it's tmobile branded fully paid off and before I was able to send mms messages when im on wifi I think mms are sent through wifi as well when connect but when I do I get a message telling me "your mms message could not be delivered due to insufficient funds or mms blocking" why would my mms be blocked? the weird thing as well is that when I get off wifi and I am on 4GLTE it send perfectly fine...

also randomly throughout the day I would send normal texts and they won't send I get the small spinning circle.. and it won't send UNTIL I restart the phone which is quite annoying.. any help please!

edit: this is regarding PICTURE messages not just really long texts that turn into mms
 
1) Check with Metro. That's weird, since an MMS is just a link to a file with an internet URL.

2) Could be related to 1. If the SMS is longer than 160 characters, and you have it set to not break up long SMS into multiple messages, it'll send them as a single MMS. So there may be be something strange with MMS provisioning in your account. (Or Metro uses a different APN than TMobile?)
 
I was thinking it might be because of the apn but I thought it was the same??

and I am talking about picture mms sorry for not being clear..
 
yea metro has told me in 2 different cases to check my APN but everything is coming along normal as usual.. all they could tell me was to just get off wifi when I want to send pic messages which is a lil annoying especially when it use to work before..
 
this is odd im not sure if it's because of the byod or whatnot.. but I noticed that it started happening AFTER I got the text message from metro that my bill is due in a week... ever since that it started acting up... lo and behold I paid my bill today and now picture messages through wifi have been working 100%.. also the messages getting stuck hasn't happened in a few days.. im assuming because they reset my data on their end when I had called...
