MMS file receive issue

Someone tried to send me a video clip from there Iphone and they received a message that the file could not be sent because it was too large. After some further attempts, I re-confirmed the file could not be sent to my S5 nor could it be sent to another family member's Note3 (same error message). The file could only be successfully sent to other Iphones. All devices in my family are on ATT.

Is this a device issue or network issue? Any thoughts?
 
Have made Hangouts default messaging app now. Re-tried to send the video clip and get basically the same message as before that the clip is too long. But, now on the Iphone it asks if I want to send a smaller version of the clip. Further thoughts?....thx
 
Also, in Hangout settings I don't see much in the way of MMS specific settings. Could it be there are MMS settings somewhere else?
