Root MMS Settings

Although it doesn't specifically say so, it looks like the post you linked to is referring to entries in the Windows Registry (if my memory is correct, HKLM and HKCU refer to starting points to Registry paths, although I haven't used Windows in ages). I'm guessing that post is referring to having the phone connected to the computer and using the phone as a MMS proxy (though I'm not entirely sure since it doesn't actually say that).

My best advice would be to install a SMS/MMS app from market that lets you edit the settings. I personally like GO SMS, which has an MMS section in the Advanced Settings. I told it to allow up to 1.2MB MMS messages (it can go larger on 4G), and it can let you send larger picture resolution (which would likely allow larger file sizes). I haven't used any other SMS apps (besides stock), though apparently Handscent SMS is very popular.
