Help mobile data isn't working

My phone's data isn't working.. My APN is in.. I have reset it.. Airplane mode method.. Still no luck.. It has an E and the upload arrow but no download arrow.. I might have erased a file trying to make room in my memory cause my phone has a small memory.. Does anyone have any new recommendation?

Hello and welcome to the forums. May I ask are you rooted and have T-Mobile in PR aka Puerto Rico .
This is called EDGE yes the " E" you see is called EDGE.

Sorry for taking long to reply.. No.. My provider is Claropr.. Prepaid.. And it's not rooted that I know of.. Don't know how..
