Help Mobile Hotspot - Samsung Galaxy S4 mini

Hello helper!

I have a problem with my device...
It's a Galaxy S4 (Samsung)

Story:
If i trying to set on my Mobile Hotspot
it dont want to go on; it will not go fully green as normal..
Someone recognize this problem?
