How do I turn back on the mobile network state back on after restoring phone

Make sure you have a sim in your phone and it is activated. If after you reboot the phone your mobile network is not activated, then you should go to menu>settings>wireless & networks (more ...) >mobile networks and make sure 'data enabled' is checked. If it is checked and you still have no network connection, you will have to contact your carrier to determine the correct access point name (apn) for your account.
