Well today I was trying to theme my ROM in the framework-res.apk and I "accidentally" did this and I also got the lock screen to rotate and it worked but as you can see the status bar is to big and the background is plain grey on the lock screen I have the zip file to flash if you wanna try it out, this happened because I was digging through the bools.XML for CRT off animation and I came by a line that said something like enable lock screen rotation and that worked and I guess it also made the settings menu dual panel so there you go! Will try and make updates on this to fix the issues and this is completely stable no FC's anywhere oh another issue is that recent apps doesn't work when you hold the home button......

A setting every ics rom has and is set by every curious camper to view its value. On the spectrum, you have to modify the settings header xml in the android settings to take advanage of this tweak to enjoy it more. Might i suggest remove titles from wifi and bluetooth and possibly new shorter titles for the preference headers below. If you use your phone in landscape mode, the advantage takes the upper hand.
Another option is to rewrite the android settings layout to use the dual pane mode forcefully instead of depending on the framework which will tell other apps to use dual pane mode as well like google play, gtalk, gmail, ect...

Otherwise, its a nice mod to tweak with to introduce a "phablet ui" to a rom.
