Android Question

OK, here's the problem I'm having.
Ever since I bought this new phone with 4.4.4 KitKat, I've been having issues with apps running out of RAM and force closing. I think I've figured out the problem and naturally, it's Google chrome. We all know Chrome has serious issues with memory bloating.
I use it on my desktop and even with 4 GB of RAM it still causes things to lag and needs constantly restarting just to make it work. At this point, the Chrome browser in Android has begun to use so much memory in my phone that it's killing other apps and making me have to restart them. This always seems to happen on websites that have heavy JavaScript and/or lots of advertising.
It's really a damn shame because Google has decided to remove all of the original AOSP apps like Browser and Music Player and instead opted to use their own crappy bloatware that forces me to buy a phone with ass-tons of RAM, just to keep my OS running. When I had Gingerbread on my GS 1 I never had these kinds of problems?
Never the less, here's my question:
Is there any way I can force the operating system to prioritize the apps it closes/opens in the task manager? In other words, if its running out of memory and must close a program, can I tell it what and what NOT to close? Rather than it shutting down my YouTube or music player, make it close Chrome? Make it close the program that's hogging all the memory instead of something I want left open?
