i no longer find the local or the navigation icones on my nexus 7

The local and navigation apps are linked to Google maps so if you have removed or disabled maps they will no longer show.

I also think with the latest update of maps they bundled navigation and locals into the app. They have always been a part of maps. Those icons were essentially a 'shortcut' to that feature in the maps app.

The new update for Google Maps deletes the blue Navigation icon when it installs. Some people get it back after rebooting. Either way, you are now expected to start navigation from inside of the Maps app.

I think the Local icon was part of the Latitude system that they have removed and won't support anymore.
