motorola xt907 i can't charge

i can't charge my phone on any advice. first of all i try to plus it in on my lattop and is work but it say discharge.and my lattop really lag. second i tried to plus it in on the USB ( like the white thing on iphone charge. idk what is call. and it won't work iether. can someone help me

Can you purchase a different charger that is made for your phone to confirm that it isn't a bad cable? Have you confirmed that the contacts where you plug in the charging cable aren't damaged? How old is your batterY?
