Help Moving app data

Hi, i would like to know if I can move app data to my pc for backup and restore it yo my phone later on since i need to factory reset my phone. (galaxy note 3 since there is no tag). Also, can anyone tell me what to do with my note 3 that has been locked in safe mode. I get my phone wet yesterday and the next day the phone booted up into safe mode and the voli=umedown key is not working but not stuck.
 
You can use an app called Helium to back up an unrooted phone to your PC.

But if the problem is moisture a factory reset won't help (software reset won't fix a hardware problem). It may be too late now, but remove the battery and place the phone in a jar of dessicant (uncooked rice works) for a couple of days to draw out as much moisture as possible. You should do this the moment a phone gets wet - keeping it powered up with moisture present is very bad for it.
 
It could be shorted out or corroded by the water. Very hard to say since all we know is that it isn't working, but if it stopped working shortly after the phone got wet that's the most likely answer.
 
Not under warranty. Moisture damage means your warranty is void (the phones contain moisture detectors, and if those are tripped then they will refuse warranty cover).

You could pay for it to be repaired, and it might work. It also might fail in some other way later - moisture damage is like that. You could try an alcohol wash (not drinking stuff!) to see whether it improves things. There is some more information about water damage and what you can (and cannot) do here.
