Moving picture app?

Hello, a friend of me recently showed me a really cool picture where he made 1 thing move and other things that were moving before were now still. It was on some Nokia windows phone. I am wondering if there is any app for Android?

Hello, thanks for replying :)

That is what I have been looking for, but the app I saw automatically circled moving parts of picture and you could turn on and off those you wanted. I also tried moving memory, but both of those makes circle jump around the image and doesnt look very good.

So, do you maybe know any more similar apps?
