Moving Steam Games

Just a quick question:

Am I right in thinking a fresh install is the best way to move a steam game to a new drive? (if not, what is the best way)

Are you trying to relocate Steam? I really don't have much experience with it as the only Steam game I have is Morrowind.

You might be able to pull it off by installing a fresh copy the Steam client to the target drive, moving the target game over, sign into your account, then select the game and use that "Verify Game Files" option (or words to that effect, I forget the exact option). This should replace any pieces that got lost in the transfer.

Now, if you're going from platform to platform (i.e. Windows > Linux)? No, you'll need to a complete fresh install of game.

Not entirely true. If you're running the Windows version of Steam on Linux, you can just import backups if you made them through Steam

It sounds like the easiest thing is to backup the save game data and just reinstall via steam onto the new drive
