If it's an app in the market.... just click your market link, search for msn silverlight, and click to download. I'm not familiar with the app so I'm only guessing. I don't believe MS Silverlight is available for Android, a search of the market revealed nothing. If I remember correctly it is not designed to function with mobile browsers but I wouldn't be surprised if Microsoft already had something in the works.
