Multi-window panel not working correctly - MM issue?

I updated my SM-910T (T-Mobile) to Marshmallow 6.0.1 a couple of weeks ago. Did a factory reset after the upgrade.

The multi-window panel with app shortcuts is not working correctly. It does not have a "handle" to grab. I want to move it to the right side of the screen and cannot. Also, the "create" function in the "more" menu is grayed out and inoperable.

You can see a gear icon in the notification bar in the attached screenshot. It does not have a corresponding entry on the notification window and I cannot make it go away. Not sure if it is involved in the multi-window problem.

Is this fixable or should I do another (painful) factory reset?

Scroll on your side panel until you see the arrow,tap on it to drag the desired apps for multi window (easiest done w/the S-Pen's fine tip vs a fingertip).
Only when in multi-window mode will you see the "create" option enabled.
As for moving the side panel to the other side,I'm not seeing the option,perhaps there's (rooted) apps that'll allow for such.
TBH,IDK if the option existed pre-Marshmallow,I rarely use multi window.
 
@KOLIO Thanks for your reply. I was able to get the "create" option working with your instructions.

As for moving the side panel, I was able to do that in Lollipop. Can anyone with Marshmallow verify that they have a "handle" on the side panel and that they can move it?
