On my itouch I had a really neat program called beatmaker, band was sortof okay too...

anyways just wondering if anyone has a sequencer/tracker type program in the works

Not exactly what you are looking for, but check out ringdroid as it lets you chop up songs, not sure if you can do a full audio ringtone mix, but email the developer as the effort to cut/paste and save a project or open multiple songs and sample together your own beats can't be that much harder.

Their app is very easy to use, with a great interface.
