Why is it that I have to keep moving some things from internal to SD? Many items stay put but some do not, especially under Android. It seems particularly true if I have rebooted.
 
Because some apps require data in internal, and some do not. Each app is different, depending on the developer and how the app works.
That is why. Rebooting will not fix what your trying to accomplish.
 
Well, it's good to know that apps and/or their data can move themselves whenever they want. I am doing my best to keep the decks clear, but maybe the SD card will not help that much. Incidentally, I was rebooting not to help that situation but another one, freezing. I guess it won't do much good to keep moving them, then.
 
No because the system will just regenerate the files again once you reboot.
The external SD card is pretty much only good for photos, music files and videos
