Help mv1.apk Battery Saver - Virus or not

I have this app that kept popping out very often, inquiring me to whether I should install it or not. I had already deleted the apk manually, but it would just suddenly appeared some time later. I don't even see or notified whether it should be downloaded.

Please help me, about this issue.

First thing: never download or install anything that is suggested by a pop-up.

Secondly: you say you deleted the apk. Did you download it the first time, or did it just appear?

Just a guess: if something is downloading without your knowledge then the least worrying possibility is that some script has hijacked your browser (advertising scripts being used for this type of crap is sadly common). Clear your browser's cache as a first step. If you can work out which site you might have got that problem from then avoid it. One reason for ad-blocking on mobile devices is that it reduces the risk of stuff like this.

Actually I don't usually download apk on my android. I always download it on a computer before installing it on my phone. The browser that I use is called UC Browser and it had an ad-block which is always enable, though there is a time where I had access a site which would suddenly direct into an ad and download the apk automatically without being ask. I always cancel it and delete it right after it began downloading.

That tells us that UC's ad block is not always effective, so I guess that it's still possible that it's getting on that way.

But if you are also downloading and installing apks from the web can you be certain that one of them isn't responsible? The worst case would be if you installed something that contained a Trojan that could install itself to the system (rendering it immune to a factory reset). I don't know that any of this is the case, just mentioning possibilities that the remark about downloading apks raises.

That would be impossible... I just changed to a new phone and before I download the browser, the app would just ask me whether I should install the BS or not.

Also, the browser had a separate download folder named "UCDownloads", while the apk is found on the "Download" folder.
