when i try to turn on my android tablet 1o.2 epad it turns on and all you see is epad it never boots all the way.

Usually when the bootup procedure doesn't complete there's some major chunk of data missing or corrupted on the bootup. If I may suggest, join us using the link in my sig file and check out the forum for your specific device. There may be some folks there that can walk you through a fix.
