Try pulling the battery out for a couple of minutes.
If that doesn't do it, get into recovery mode (how depends on what phone you have - generally involves booting while pressing some combination of buttons) and try wiping the cache partition. If that's not enough the next option would be a factory reset, which you can also do from recovery.
