my cell is only 3 weeks old

Why did it turn off my android cell but only the home,setting button,,or the back button and search button we're only blinky with screen completely off only when i put the charger on I tryed to power on but didn't turn on ,then i put a side for a hour and try it again powered on

Your best bet is to take the phone back to where you bought it and either get it replaced or repaired.
