My contract s7 seems to take any sim card I put into it.does this me if for instance I was to stop paying the carrier they would be unable to cut it off?

Networks typically imei block a phone if they are reported lost or stolen not for unpaid bills.
For that they usually restrict the SIM card to incoming calls only and apply a late payment fee and in the extreme if not paid then add a default to your credit file (they do in the uk) and sell the debt to a debt collection agency.
