I bought this phone cubot x18 brand new off eBay but most of my system apps don't work I can't reboot, some files I can't open and most of my permissions are denied can anybody help me please.
 
Looking through the list of things that aren't working it sounds like there's a string of various problems with that phone. Seems to be a lemon and instead of fighting with it you should just contact the seller for a refund or a replacement.

But offhand, could this perhaps be an issue where you're just not familiar with working with a smartphone, so everything just 'seems' to dis-functional? Not knowing where you're located this may not apply but a lot of local libraries have seminars for things like working with a phone. Community colleges as well. Or just by a pizza for a phone-savvy friend for some one-to-one tutoring.

No I've always had a smartphone / Samsung's and the cubot X18 files and most of my system apps are not working, most apps are denied as my phone won't allow them to be installed. Been in contact with eBay and it's to late to get a refund. But thank you for trying to help me.
 
Ahh, good to know some more background on the matter.
If a refund isn't an option, what about any kind of warranty coverage? Also, how long have these problems been occurring? Did they come about gradually one at a time or all at once?

Given the number of varied issues though, you might want to try a Factory Reset. Be sure all of your files and things are safely backed up first though.
If that doesn't make any difference, try re-flashing the stock ROM:

Thing is unlike Samsung, the Cubot is a cheapo China phone, that's only sold online and usually imported, and so may well have quality and reliability issues. Definitely see about returning it to the vendor for a refund.
