So... I'm looking to make an app that calls a phone number every day and checks to see whether an automatic recording says 'you are required to test today' or 'you are not required to test today' and sends a notification to your mobile device with said results.

Where would I start?

I want to say there's a limitation to prevent non-dialer apps from actually placing outgoing calls (rather than just pasting a number into the default dialer and waiting for the user to press "call"), and I also don't think that apps are able to listen in to the in-call audio - at least not on stock-ish non-rooted Android.
