My Galaxy S7 is missing some standard features

Over the months I've noticed that my Galaxy S7 is missing a lot of important software features. For example, I don't have the ability to use Wifi calling, video calling (through the regular phone app) or the news briefing slide on the home screen. I bought the phone refurbished on eBay as unlocked, and the carrier I use is AT&T. So why don't I have these features? Could the software be bootlegged? I have it registered with the Samsung website so I'm sure if it wasn't a legit phone it wouldn't even register. Is there any way I can get these features?
 
Features like integral WiFi calling or video calling are more dependent on your carrier, you might want to try contacting your AT&T to see if it will enable or add those things to your current service plan, if available.
There are free, third-party apps available if you're interested though. Google Hangouts/Hangouts Dailer will do WiFi calls. Google Duo is a cross-platform app (Android and iOS) that does video calls. Both apps will be tied into your phone's Contacts so it's more or less seamless to use them along with the Phone app.

I'm guessing you're talking about Flipboard briefing. To enable it long press on an empty spot on your home screen and press on homescreen settings. There you should see an option for Flipboard briefing. That's how it's done on an s5, might be different on your phone

Going to the homescreen settings only gives the option to change the app grid size or to display all apps on the home screen instead of the drawer. No option for Flipboard
