My GBoard clipboard shortcut keeps resetting when i restart my Samsung s10 plus

Hi, I have a Samsung s10 plus, i mainly use GBoard with swipe. I like having the clipboard in my shortcut icons but i am finding i add it and it stays in place for a while and i think on restarting my phone it always seems to reset and i have to add it again.

Is this right or is there a fix?

I don't use a samsung myself however I am semi sure that sort of thing will be stored in RAM which means it will reset on restart.
