Does your carrier data plan allow tethering and hotspot usage? If so, I think you'll need to check with your carrier about it.

Since the mobile hotspot does not come on Tethering is not possible even with USB

OK, but "validation error" sounds like a problem that your carrier needs to rectify.

FWIW I've never had to deal with this myself, only read about it.
