I bought a note 4 second hand and it will not register a network it works fine on wifi and if i call it i get a missed call message can this be fixed or is the phone no good? Feeling dissapointed hope someone can help

Sorry to hear you're having issues w/data connectivity.
Have you checked to ensure an APN is selected:

Welcome to the forum!
If you are getting messages then it cannot be far off.
Give your provider a call and ask them to resend the network configuration messages to the phone (I am wildly unsure about the correct name, but hopefully they will work it out). I always needed to do this when arriving in the US with my European phone. I assume the previous owner was on a different network.
