My OS is corrupted, so Is my TWRP.

Hello.
Earlier today I tried installing a custom ROM for my device (Mobiistar Prime X) (CM13) and while wiping the device with TWRP, somehow the OS was corrupted.
Now when I try to boot to the OS, all it does is that it flashes the "Unknown Porting Team" logo, and automatically switches to the TWRP logo.
It doesn't end there, the TWRP logo flashes once per 5 seconds, and it never boots.
Using fastboot, it appears that I don't have permission to download partition "recovery".
Any help?

It also says "Unknown command" every time I use a command, and whilst unlocking bootloader, it says "unlock operation is not allowed"
 
How were you able to flash TWRP to begin with if your bootloader was locked? Sorry, bit confused. Are you sure you have a good copy of TWRP for your device? I'd suggest reflashing it, but it sounds like that's not currently an option...
 
Is your phone even a fastboot device? When you issue the command "fastboot device", do you get your device ID number?
A little research earlier today shows it as a MediaTek device and you would use the SP Flash Tool.

With this been a Mediatek MTK based phone, I have to ask where you obtained the TWRP and a custom ROM from? Because usually with Mediatek it's rather difficult(maybe impossible) for devs to do custom work on them, due to lack of source code for MTK. And quite frankly from what you've describing it sounds like you may have flashed an incorrect TWRP and ROM for this phone. If so, the only hope of fixing(un-bricking), would be to obtain the correct original manufacturer ROMs and software.
