Help My Phone Is In Talkback mode and I Can't Access Settings

I have a Motorola Moto E running kitkat 4.4.4. It somehow got into Talkback mode and now I can't swipe the screen to get into Settings. I did a factory reset, but it's still there! How can I change the settings when I can't get to them?
 
Instead of using the usual one finger, try using two fingers to swipe or scroll. Then instead of the usual one tap use double taps until you disable Talkback.
If you still can't access your Apps menu to get to the Settings app, is there a bottom left Menu button on your Moto? (I don't know if that's just a TouchWiz thing as there's a Settings link there on my S3.)

I did that and it worked! I found out that thing is an app! So I uninstalled that little source of hours of frustration!
