my phone is not working

my phone is restart again and again its not start at whole please help me
 
Let your phone charge while it is off. Booting up takes a lot of power and for some phones this more than it can draw through the charger at any given time so it has to draw from the battery as well. However if the battery is too low, it will attempt to boot up, realize it has too little power and shut down. If you keep trying to boot it up, the battery will never get enough juice to overcome the vicious cycle.
