my phone wont charge unless power is off or battery removed. it also don't have charging animation. and if i plug power cable when phone is off it boots up automatically i don't need to press anything

What phone model, and is this with a wall charger, or a usb socket or car charger (generally lower power)? Have you tried with a different charger?
And when you say "or battery removed" I guess you mean you have an external charger? Not quite a silly question, because knowing that the battery can be charged that way is extra information.
